NY ROYALTON — Royalton Planning Board weighs new battery storage rules ahead of October 12 deadline. Chairwoman Justine Seefeldt heard from Town Attorney Tom Seaman about a New York Court of Appeals ruling reclassifying battery storage systems as public utilities. The board's nine-month moratorium expires October 12, forcing either adoption of new regulation or extension; Lockport passed an 18-month moratorium recently.
The board also discussed streamlining special use permits, which currently require separate applications to both the Zoning Board of Appeals and Planning Board, and recommended removing an escarpment overlay from code references.
